R50 Billion Port of Gauteng to Revolutionise SA Freight and Create 50,000 Jobs

Johannesburg – South Africa’s freight transport landscape is set for a major shake-up as the Port of Gauteng releases its detailed White Paper, outlining a R50 billion inland port aimed at solving the country’s long-standing logistics inefficiencies. The development promises to generate over 50,000 permanent jobs, improve road safety, and significantly reduce pressure on the overloaded Durban–Gauteng Freight Corridor.

The White Paper highlights the growing freight challenge in South Africa, with the economy shifting toward a higher-volume, lower-margin model. E-commerce giants such as Shein, Temu, and Amazon are driving a surge in imports, not only of consumer goods but also cars. As these volumes grow, air freight is increasingly giving way to container shipping, placing substantial new pressure on the Durban–Gauteng Corridor.

The White Paper emphasises that South Africa remains far from meeting the National Development Plan (NDP) 2030 targets, which call for shifting 50% of freight from road to rail. Rail volumes on the corridor have dropped drastically, from 80 trains daily before COVID-19 to just 15 per day by 2023–2024, while Transnet reportedly lost R1 billion annually between 2014 and 2019 and R3 billion each year during COVID-19.

Strategic Location and World-Class Infrastructure

Port of Gauteng is strategically positioned at the junction of the Container Rail Corridor and the N3, N12, and N17 highways, making it one of the country’s largest private-sector logistics initiatives. The facility will feature:

  • Two 2.2-kilometre flat rail alignments for efficient container handling.
  • A world-class car terminal and container rail terminal enabling rapid, high-volume throughput.
  • Integrated solar power, rainwater harvesting, and advanced recycling systems.

The development aims to make rail competitive again, with planned three-hour turnaround times for containers and cars, enabling seamless train-to-truck transfers.

Performance-Based Standards (PBS) Vehicles Integration

A cornerstone of the project is its use of PBS vehicles, long truck-and-trailer combinations capable of carrying two containers each. This integration improves capacity, efficiency, and road safety by reducing truck traffic on the N3 by roughly one-third, while providing dynamically stable heavy vehicle operations.

The PBS pilot project may be extended by three years for further research before a legislative decision on its permanent adoption.

Economic Impact and Future Growth

Container volumes are projected to grow from 2.8 million to 11.2 million annually, making rail-ready infrastructure and PBS integration critical to sustainable growth.
