As Transport Month comes to an end, KwaZulu-Natal MEC for Transport and Human Settlements Siboniso Duma has applauded the conviction of another reckless driver, this time a civil engineer who was caught driving at an eye-watering 217km/h on the N2.
The offender, 43-year-old Shekendra Bhagwandin from Reservoir Hills, was arrested on 28 September 2025 by a highly motivated Road Traffic Inspectorate team. Bhagwandin was driving a BMW M3 without a front number plate, in what Duma described as a deliberate attempt to evade detection by fixed-speed cameras.

He was stopped and arrested before, in Duma’s words, “causing irreparable damage to innocent road users.” The engineer was detained at Scottburgh SAPS and later released on R2 000 bail.
Appearing in court on 30 October, Bhagwandin pleaded guilty and was sentenced to a R35 000 fine or 24 months’ imprisonment, with half of the sentence suspended for five years on condition that he does not repeat the offence.
“We pay tribute to RTI Officers T. Simpson and R. Brijlall for sustaining our no-nonsense, zero-tolerance, and Alufakwa campaign,” said Duma.
This conviction follows closely on the heels of another case earlier in the week, where a lawyer was sentenced for speeding at 222km/h on the same route. Duma said these back-to-back convictions show that enforcement teams are cleaning up the province’s road networks.
“Our RTI teams, working with SAPS and the Department of Justice, are proving that no one is above the law,” Duma stated. “We are determined to ensure reckless drivers do not turn KZN’s 34 000 kilometres of road into killing fields.”
Duma commended all law enforcement officers who continue to uphold the Zero Tolerance, No Nonsense, and Alufakwa campaign with discipline and courage.
