Johannesburg – The Road Freight Association (RFA) has welcomed Transport Minister Barbara Creecy’s announcement on the allocation of train operating company (TOC) slots on Transnet’s rail network, calling it a “historic step toward a more efficient national logistics system.”
In a statement on Monday, the RFA said the first 11 private TOCs have been notified to engage with Transnet on contract preparation. “These operators aim to increase rail freight volumes from 160 million tonnes to 250 million tonnes annually over the next five years,” said Kevin van der Merwe, Acting CEO of the RFA.
“The milestone in the rail reform journey is a clear signal that the government is committed to structural reforms that will benefit the entire country,” the RFA added.
Van der Merwe emphasised that both rail and road are critical to South Africa’s freight logistics. “Private participation in the rail sector can optimise Transnet’s capacity, reduce road congestion, and lower logistics costs, which will benefit the industry and the broader economy,” he said.
The RFA also noted that the expansion of rail freight will create jobs and require partnerships with road operators to move freight to and from hubs. “We welcome the opportunity to work with Transnet and the new TOCs to ensure a seamless integration between rail and road freight operations,” Van der Merwe added.

While celebrating the announcement, the RFA cautioned that the success of the reforms depends on a stable regulatory framework and access to efficient infrastructure. “We will continue to engage with all stakeholders to make sure these reforms deliver tangible results for the freight sector,” said Van der Merwe.
Looking ahead, the RFA said it will monitor developments over the next 12 months, with new operators expected to begin running trains in the latter half of 2026. “This initiative has the potential to create jobs and position South Africa as a more efficient logistics hub for all modes of transport,” Van der Merwe concluded.
