RTMC CEO Suspended Amid Allegations of Financial Misconduct

The Chief Executive Officer of the Road Traffic Management Corporation (RTMC), Adv. Makhosini Msibi, has been placed on precautionary suspension following serious allegations of financial misconduct, irregular expenditure, and governance failures at the state entity.

The RTMC Board of Directors confirmed the suspension, which came into effect on 1 July 2025, in a letter to the Deputy Minister of Transport, Mr Mkhuleko Hlengwa, who is the delegated shareholder responsible for the Corporation.

The suspension follows a board meeting held on 13 June 2025, where the decision was made to remove Adv. Msibi temporarily while a forensic investigation is conducted into the whistleblower claims. The initial suspension period is 30 days, with the possibility of extension to 60 days or longer if necessary.

In a move to maintain leadership stability, the RTMC Board has appointed Ms Refilwe Mongale as the Interim CEO, effective from 1 July 2025, for the duration of the investigation or until further notice.

The Department of Transport issued a statement emphasising the seriousness of the allegations and the importance of good governance and accountability in public entities.

The Ministry has assured the public and stakeholders that the investigation will be handled with integrity and transparency, and that operations at the RTMC will continue without disruption.
