Sileku moves to extend Cape Town taxi route closures as peace talks continue

Western Cape Mobility Minister Isaac Sileku has issued a notice of intent to extend the extraordinary measures that saw several minibus taxi routes and lanes closed amid deadly violence between rival taxi associations last month.

The move, announced on 16 October 2025, seeks to keep the restrictions in place for another 30 days, allowing more time for talks between the Cape Amalgamated Taxi Association (CATA) and the Congress for Democratic Taxi Associations (CODETA) to yield a lasting peace. Both associations have 24 hours to comment on the proposed extension.

The extraordinary measures, first implemented on 17 September, affected key routes linking Khayelitsha, Mfuleni, Nomzamo, Lwandle, and Somerset West, as well as specific lanes at major taxi ranks in those areas. The closures came after a string of violent clashes between rival drivers that left several people dead and vehicles torched.

According to Sileku, the measures have been effective in restoring calm over the past month.

“We have seen no further acts of violence or disruptions since these measures were first implemented. This period has created the necessary space for both associations to engage constructively in pursuit of lasting peace,” the minister said.

He added that the decision to extend the measures was a proactive and precautionary step while mediation continues.

“Our collective aim remains to protect lives, promote safety, and stability in the public transport sector,” Sileku stated.

The provincial government’s decision underscores its commitment to finding a sustainable resolution to the long-standing turf war that has repeatedly disrupted public transport on the Cape’s busiest routes.

If no objections are raised, the closure of the affected routes and taxi rank lanes will remain in effect until mid-November 2025, pending further review.
