Western Cape Invites Heavy Vehicle Operators to Apply for Smart Truck Permits

The Western Cape Government has rolled out its long-awaited Performance-Based Standards (PBS) Policy), opening the door for logistics and heavy vehicle operators to apply for Smart Truck permits from 1 November 2025.

The new policy aims to boost transport efficiency, improve road safety, and reduce infrastructure damage by allowing qualifying fleets to carry heavier loads — provided their vehicles meet strict performance standards.

The PBS framework replaces the country’s outdated size-and-weight restrictions with a system that measures real-world vehicle performance. Trucks are now evaluated on factors such as stability, braking, and turning, ensuring that only the safest and most efficient rigs hit the road.

According to Mario Brown, Director of Mobility Policies and Strategies, the move represents a major step forward for the province’s freight sector.

“The PBS Policy is a game-changer for the transport industry. It allows fleet operators to improve efficiency and safety while protecting our roads and bridges. We encourage all eligible companies to prepare their applications and take advantage of this opportunity,” he said.

The PBS system comes with several key benefits for transporters:

  • Higher efficiency: Move more freight with fewer trips.
  • Enhanced safety: Vehicles must meet 18 strict performance standards.
  • Lower costs and emissions: Fewer trips mean less fuel and a smaller carbon footprint.
  • Road protection: Smart Truck designs reduce wear on roads and bridges.

Western Cape Mobility Minister Isaac Sileku added that the initiative supports the province’s broader economic and sustainability goals.

“By backing Smart Trucks under the PBS framework, we’re helping businesses operate more efficiently and safely, while preserving our road network for the long term,” he said.

To qualify, companies must be certified under the Road Transport Management System (RTMS), which promotes responsible fleet operations and road safety compliance.
