The Western Cape Government is inviting up to 10 freight operators to take part in a fully funded pilot of a new digital toolkit designed to make managing safety, compliance, vehicles, drivers and records easier.
The RTMS Digital Toolkit is currently being tested with freight operators, with the Western Cape Government using feedback from participating companies to refine the system before wider industry use.
Officials recently visited Moosa’s Transport in Milnerton to see the toolkit being used in a real freight operation.
The pilot could be particularly useful for operators battling with the administrative side of maintaining a compliant fleet, as it brings various RTMS-related processes and resources into a digital platform.
RTMS (Road Transport Management System) is an industry-led certification system aimed at improving road freight safety, compliance and operational efficiency.
The need to increase RTMS participation in the province is significant. The Western Cape’s latest Freight Demand Model estimates that only around 4.5% of the province’s truck population was RTMS certified in 2025.
The provincial research also points to the potential benefits of greater RTMS adoption, including reductions in fuel consumption and crash-related costs.
The digital toolkit is therefore being positioned as more than just another online record-keeping system. It is intended to help operators work through the practical requirements involved in implementing and maintaining RTMS standards.
For smaller and medium-sized transport companies in particular, having access to structured templates, guidance and digital records could potentially make the compliance process less of a paperwork headache.
The Western Cape Government says operators participating in the pilot will help shape the toolkit by providing feedback based on their experience using it.
Only 10 operators wanted
The pilot is limited to up to 10 freight operators, and participation is fully funded.
Freight operators interested in taking part can find more information and register through the Western Cape Government’s RTMS information portal.
For an industry where safety, compliance and keeping proper records can mean the difference between a well-run fleet and a costly headache, the pilot offers selected operators a chance to test the system without having to carry the cost of participation.
