The planned boycott of transit through Zambia by regional truck drivers has taken a new turn following an official intervention by the Zambian government.
In a formal letter dated 3 February 2026, the Ministry of Home Affairs and Internal Security confirmed that it has received complaints and representations from foreign commercial truck drivers and regional trucking associations regarding the enforcement of Zambia’s transit permit requirements.
The ministry acknowledged concerns that the application of the permit may be impeding regional cross-border trade and may differ from the treatment accorded to Zambian commercial drivers operating in other jurisdictions within the region.
In response, the ministry has invited affected stakeholders to a consultative meeting aimed at discussing and addressing the concerns raised. The meeting is scheduled to take place on Tuesday, 10 February 2026, at the Ministry of Home Affairs and Internal Security Conference Room in Lusaka, starting at 10:00.
According to the letter, the Zambian government believes the matter requires a holistic, coordinated, and multi-sectoral approach, involving immigration authorities, transport and labour departments, law enforcement agencies, and regional trucking representatives.
Stakeholder organisations have been requested to ensure they are represented by senior officials who are adequately positioned to engage in meaningful discussions and decision-making.
Mr Dickson Matembo, Permanent Secretary at the Ministry of Home Affairs and Internal Security, signed the invitation.
While the invitation has been welcomed as a positive step, drivers who spoke to SA Trucker said they are waiting to see whether the talks will lead to clear, written outcomes, particularly around how the 90-day rule is calculated and whether the ZK4,500 transit permit requirement will be reviewed or suspended.
At this stage, unions have not yet confirmed whether the planned 23 February 2026 boycott will be called off, saying the decision will depend on the outcome of the consultative meeting.
